Understanding CIN: A Guide for Property Owners in Italy

The Italian government has implemented a significant regulation aimed at enhancing transparency and governance in the tourism industry. Starting January 1, 2025, it will be mandatory for all short-term vacation rentals in Italy to obtain a CIN (Codice Identificativo Nazionale). This unique identification code is required for property owners and agencies offering short-term rentals, and failure to comply can result in penalties.

In this article, we’ll explain what the CIN is, why it’s essential, and how to comply with this legal mandate.

What Is the CIN Number?

The CIN (Codice Identificativo Nazionale) is a distinct National Identification Code assigned to each residential unit used for short-term rentals. This regulation was introduced by Article 13 of Decree Law No. 145 on December 18, 2023, commonly referred to as the “Decreto Anticipi.” The law mandates that all properties intended for tourist rental contracts, including short-term rentals listed on platforms such as Airbnb, receive this code.

The CIN is not limited to short-term rentals alone; it also applies to:

  • Hotel accommodations
  • Non-hotel tourist accommodations

Why Is the CIN Important?

The CIN ensures:

  • Transparency: It aids in monitoring and regulating rental activities.
  • Fair competition: It establishes a level playing field in the rental market.
  • Accountability: It ensures property owners fulfill their tax and legal responsibilities.

Non-compliance with CIN regulations can lead to fines or restrictions, making it essential to secure your CIN promptly.

Key Requirements for CIN Compliance

If you operate a short-term rental, here’s what you need to know:

  1. Obtaining the CIN:
    • Register your property with the local municipality or relevant regional authority.
    • The CIN will be issued after submitting the necessary documentation and meeting all requirements.
  2. Mandatory Display:
    • The CIN must be visibly displayed on the exterior of the property.
    • It should also be included in all advertisements and listings on websites or booking platforms.
  3. Continuous Updates:
    • Ensure that any changes to property ownership, rental status, or other relevant details are promptly updated with the issuing authority.

How to Obtain a CIN

The online process to obtain a CIN is straightforward and efficient. Follow these steps:

  1. Visit the official website of Ministry of Tourism’s Website
  2. Register or log in with your credentials.
  3. Complete the online application form with required details
  4. Submit the application and pay any applicable fees.
  5. Once approved, the CIN will be issued digitally and can be downloaded from the portal.

Penalties for Non-Compliance

Failure to compliance with the regulation may lead to penalty that may be levied by the appropriate municipality. Traum Ferienwohnungen is not responsible in case of penalities due to non compliance on behalf of the Homeowner or Agencies.

Failure to comply with CIN regulations can lead to:

  • Fines ranging from €800 to €8,000 for not obtaining a CIN.
  • Fines ranging from €500 to €5,000 for failing to display the CIN on your property or in advertisements.

Ensure you meet the January 1, 2025, deadline to avoid these significant penalties.
